The game comes up with two separate campaigns, such as police and terrorist campaign. In the police campaigns, the player has to play the role of a police commander and controls SWAT. In contrast to the second campaign, the player takes the role of a lieutenant of the terrorist organization.

While playing as a police officer, the player must follow some rules and regulations, such as do not allow soldiers to fire on non-threatening subjects and avoiding open fires. If an officer kills an innocent person, he will not be a part of at least one mission as a punishment.
